With the busiest RDS Reconciliation season approaching, now is the perfect time to familiarize yourself and your Plan Sponsor organization with the new, modernized Reconciliation process in the RDS Secure Website. Review the summary of Reconciliation steps and the user roles responsible for completing each step. Know your responsibilities during Reconciliation, coordinate with other Plan Sponsor users and vendors (if applicable), and protect your Plan Sponsor’s subsidy! 

  • Initiate Reconciliation – This step is completed by the Account Manager or Authorized Representative. Designees with the Request Payment privilege have view-only access to this step. 
  • Finalize Covered Retirees – This step is completed by the Account Manager or the Authorized Representative. The Account Manager or the Authorized Representative can also reset this step if the Plan Sponsor needs to add, update, or delete retirees. Designees with both the Request Payment privilege and the View/Send/Receive Retiree Data privilege can assist the Plan Sponsor by requesting and downloading a Covered Retiree List (CRL), but Designees cannot complete this step by certifying the download and review of the most recent CRL. Designees cannot reset this step. 
  • Manage Final Costs – This step is completed by the Account Manager or Designees with the Request Payment privilege. The Authorized Representative has view-only access to this step.
  • Review Final Costs – This step is completed by the Account Manager or Designees with the Request Payment privilege. The Authorized Representative has view-only access to this step.
  • Review Final Payment Request – This step is completed by the Account Manager or Designees with the Request Payment privilege. The Authorized Representative has view-only access to this step.
  • Banking Information – This step is completed by the Account Manager, the Authorized Representative, or Designees with both the Request Payment privilege and the Manage Banking Information privilege. Note: Banking Information is approved in the final Reconciliation step by the Authorized Representative. 
  • Review And Submit Reconciliation Payment Request – The final step is completed by the Authorized Representative only. The Account Manager and Designees with the Request Payment privilege have view-only access to this step.

REMEMBER: Successful Reconciliation requires teamwork. Everyone assigned to the application by the Plan Sponsor should understand their user role and system privileges and how each user role contributes to completing Reconciliation steps. Don’t assume “someone else will do it!” Know your responsibilities during Reconciliation, coordinate with other Plan Sponsor users and vendors (if applicable), and protect your Plan Sponsor’s subsidy.

IMPORTANT: To avoid missed program deadlines and delayed subsidy payments, ensure that your RDS user accounts and Multi-Factor Authentication (MFA) are active and that you are able to access the RDS Secure Website today. Please encourage all users assigned to your RDS applications to log in to the Secure Website as soon as possible, and well in advance of your deadline date(s). Do not wait until the last minute!
