Plan Sponsors must manage retiree information throughout the phases of an application to establish Qualifying Covered Retirees (QCRs), the individuals for whom the Plan Sponsor will report costs and request payment. A QCR must be (1) a retiree of the Plan Sponsor or a retiree's spouse/dependent, (2) a person covered under the Plan Sponsor's Qualified Retiree Prescription Drug Plan, and (3) a person eligible for but not enrolled in a Medicare Part D plan.
